They are decent now. Perhaps they will choke 2026 as well, but you have to expect them to do well. Winning the title is not easy, of course. But making jokes about them was much easier 10 years ago
England is not the most populous country, it does not have the most registered football players. There are other countries who are equal or superior to England in various metrics, including the density of high-licensed youth coaches and so on. They are supposed to be a top nation, but they can't be expected to win World Cups all the time
The league thing is a double-edged sword. Like 75% of players in the Premier League are not English, and that share is more likely to increase than it is to decrease as the league expands commercially and financially. So English players have a harder time breaking through, but the domestic top league is always the ideal place for that. You can't expect Serie A to produce tons of Spanish players either
The drought is obviously kind of crazy. Especially since 1966 is England's only title (no Euros) and was a home-hosted tournament as well

My theory is that a unified Great Britain team would have dominated the WC, it would still be mostly England but playing under the Union flag would just be a much more powerful motive

They still are. Yes, the Premier League has more, but all major leagues have huge amounts of foreign players and the biggest and best clubs - Madrid, Barca, Atletico Madrid, Bayern Munich, PSG, Inter Milan, Napoli - have countless foreigners in their squads.
FWIW no Spanish club has ever won a European trophy with an all-Spanish team, and English clubs' greatest spell of dominance in Europe was well before the Premier League era
