If possible, they will let Iran participate. If Iran genuinely drops out, they will probably be replaced by another Asian team. Last time a qualified team didn't participate was in 1950, FIFA rules are very vague.
The candidates to replace Iran are Iraq and the UAE. They were the next-best Asian teams. Iraq is in the intercontinental playoffs, they had to beat the UAE in a decider for that. I expect FIFA to keep the door open for Iran for as long as possible, until after the intercontinental playoffs. If Iran then drops out, they will act depending on what happened in these playoffs: Is Iraq qualified? Then UAE may get a ticket as well, or perhaps they get to play another decider if enough time is left. It would certainly be easier if Iraq drop out: then FIFA can just let them take Iran's place directly and be done with it

Iran, with massive diaspora in LA, was their best bet so they were gifted two games there.
