Players have only 5 seconds to take a throw-in once the referee starts counting. Exceeding this results in a turnover (foul throw) to the opponent.

Goal kicks have also a 5-second limit. If the player takes longer, a corner kick is awarded to the opposing team.

Substitutions: once the board is raised, the player has 10 seconds to leave the pitch. If they fail to do so, the substitute must wait 1 minute before entering.

Any outfield player receiving medical attention on the pitch must remain off the field for at least 1 minute before returning. This rule does not apply to goalkeepers.

VAR can now intervene to correct a wrongly awarded corner or goal kick. This will be a quick factual communication without the referee needing to check the monitor.

VAR is now allowed to intervene to give or retract a second yellow card. Note that this does not apply to the first yellow card of a match.

Other Changes

In friendly matches the standard number of substitutions increases from 6 to 8, and can go up to 11 if both teams and the organizing federation agree.

If a referee plays the advantage on a foul that would normally result in a yellow card (or a red for a second yellow), and a goal is scored from that play, no card will be shown to the offending player.

FIFA is considering banning players from covering their mouths with their hands or jerseys during discussions to prevent them from hiding offensive or racist remarks from lip-readers.

What if the player is hurt? kek I'm just imagining some guys having to sprint to be able to leave the pitch in time

This will be used for cheating for sure

So long goal kicks are to be a thing of the past? Or should we expect to see midfielders sprinting 50 yards in record time every time it goes out of play for a goal kick?

They can leave from any side of the pitch
I think players will just drop to the ground to pretend they are injured so it takes longer

I dont know how they will enforce that, usually it takes some time for the team to go up for the goal kick, if they have to do the goal kick in a hurry everybody will be near their own goalpost

What are they going to do when I take ventriloquism classes to be free to say all kinds of racist slurs...

I assume they will start the count when the ball is placed on the ground and they have stepped back from it

*doesn't put the ball on the ground for 60 seconds*

It's the same as the throw-in nonsense. Refs can start the 5 second count whenever. They might apply the 5" a few times before forgetting about it entirely or applying it willy-nilly.
