Every major football code was made in a Common Law country.
Meanwhile Civil Law nations may go as far as going "yeah, this really does resemble a game we had... Calcio or something" but just follow the code codified in England.

Other people, simply not that bothered and why would you even want to spoil your neighbour's game. Can't have fun just because he uses wacky rules? Eventually went with ifab because, metaphorically speaking and at times literally, bongs were that kid in the playground that started crying and took their ball home if others didn't "respect" him or his flawed rules. Relax, it's just a game.
