Are there literally only play, bring, static ARTS figures for Cloud, Aerith, or other Final Fantasy characters? I really want a good figure but play arts kai has a reputation of being fragile and over expensive action statues, and I would rather have some six to eight inch tall figure I can switch poses wildly, or even switch outfits on, but the best idea I have winds up being a huge figure with a custom head.

I don't think there are any. You got the legit but overpriced Square-Enix stuff, and you have the fakes that are still somewhat overpriced on the Chinese sites. That's about it. Every now and then on a rare occasion Square-Enix will allow a 3rd-party to make an over-priced statue, but that's it.

They can license the IP out to allow other companies to produce cheaper stuff that's more affordable, but they won't because if affordable choices are present then people won't be so willing to pay $80 for a single action figure.
