Because they are the easiest places to go. You can go straight to Pattaya from BKK airport, no need to find the bus terminal and then find a bus to some place you've never heard of. You don't have to worry about people not being able to understand you in Pattaya. It also has a beach right in the middle of the city, which many farang like. And the singles bar selection in other provincial cities in Thailand is much, much smaller than in Pattaya.
