Tony looked up to his dad and uncle and in time took over the North Jersey crew. He learned all the tricks and lessons needed to take over as boss.
AJ has none of those qualities that would allow him to do that. He even got sick and cried when attempted to stab uncle Junior after he shot his dad.
AJ's problem was being handed everything from his successful father instead of working for it and earning it like Tony did.
