He's clearly a comedian putting on some degree of an act. They reused some XFM bits on the podcast and acted like they were off the cuff. There's a few times during live interviews where Karl smirks and has to compose himself before saying something "stupid" in a deadpan way as if he doesn't know it's funny. Also so much of what he says are obviously constructed jokes written with comedic intent.

Does he improv a lot? Sure. Is real Karl very similar to character Karl? Probably. But he's not some idiot savant accidentally being funny.
