It's not that he's a machiavellian mastermind it's that he was so utterly ruthless. Vito was a weird outlier in his sense of honor and propriety (at least for a gangster thug) so no one expected goody-two-shoes Michael to be such a vile bastard.
The whole point is that Michael is embracing genuine Evil and is going to make his life, his family, and eventually multiple cities worse with his reign.

You could always tell when they got hooked because they started spouting the same bullshit propaganda the Mob always spouts about 'tradition' and 'victimless crimes' and started dressing either like extras from a 1920s movie or like track suit thugs.
In my experience the most vulnerable where pampered WASP types with zero IRL experience and Blacks / Latins who were convinced they would get to be the 'token minority' instead of being used as a fall guy or piggy bank.

As far as everyone knew, it was Tessio the one in charge of the Corleone family, and since he died around the same time, everyone assumed he was also on the hit list. Meanwhile Michael arranged a secret agreement with some underbosses, by the time everyone realized what just happened, half of the Barzini's people changed sides to the Corleones

The bullet caught Sollozzo squarely between his eye and his ear and when it exited on the other side blasted out a huge gout of blood and skull fragments onto the petrified waiter’s jacket. Instinctively Michael knew that one bullet was enough. Sollozzo had turned his head in that last moment and he had seen the light of life die in the man’s eyes as clearly as a candle goes out.
They adapted this so well, damn.
