Because Coppola is a hack. In the book Michael only kills Barzini and Tattaglia, not all the bosses, and he does that after spending time secretly building up a squad of hitmen no one knew about. Nobody messes with Michael then because he was "in the right" as Tattaglia and Barzini had set up the hit on Vito and killed Sonny, plus the Corleones were unexpectedly strong.
