At this point it's clearly that birthrates fall when people are doing well. The most comfortable, safe and well developed countries have the lowest. The more underdeveloped, famished and disease ridden a place is, the higher they are.

The truth of the matter is, people don't decide to have kids because they feel they can comfortably provide for these kids, they decide to have kids because they feel like they'll eventually need these kids to help provide for them. Where people are provided for, few choose to have children.
