I don't remember them doing any of that in either game.
F.E.A.R. just had radio chatter to make enemies sound smarter than they actually were.
Half-Life 2 just had me dispatch endless waves of combine soldiers in scripted setpieces and they never felt particularly intelligent.
Far Cry 2 is the only game I remember with somewhat more dynamic enemies but they weren't all that interesting either.

Replicas can knock over tables and wardrobes to create cover and have dynamic squad formations. They will retreat and wait for you to reach them if they are taking casualties.

this is probably due to the Combine soldiers being very easy to kill. if you drag each encounter out you'll notice how the wounded units will back up and take cover while the healthy units will rush you. they also have dynamic radio chatter.

Not really. Retreating for cover when on low hp isn't exactly "running away", they're still gonna be there, you still gotta kill them to progress. And at least in HL2's case they don't particularly care about their buddies dying, they'll still bumrush your position even if you're right around the corner blasting the combine into the wall.
They also don't set up ambushes, like they won't ever leave the area on their own, or prepare traps, or throw boxes/barrels to slow you down, or hide in the closet and try to shoot you in the back, or hide in the vents, or anything. They almost had something with the invisible dudes, but they were underwhelming in the end. Or the two or three situations where HL2 metrocops throw burning explosive barrels at you, but it's just special scripting, a map specific thing. You put combine next to those barrels in hammer and they won't ever actually do anything with them. No, wait, they'll actually stand closer to them on purpose specifically to goad you into shooting them.
They mostly just get to cover. Or get spawned in when you pass a scripted check to simulate ambushes/traps.
I think anon is asking for something more than that. Me, I'd love to see enemies set up organic, elaborate ambushes like 4 dudes throwing grenades into a room you've been killing people in for the last minute, or maybe trying to set up a similar trap in the next room, but without it requiring special setpiece scripting. You know, so that you can walk into it, counter with a grenade of your own, or even sneak around them and ambush their ambush if you can predict that they're gonna try that. Or hell, have them actually just leave once they see that you've deleted 60% of their strike force.
Then again, that would require elaborate level design with tons of extra routes, vents, rooftops, etc. which also requires even more thinking out of the AI to counter you when you're above them, below them, or in the vent. It could be done, but not by modern "devs".

Swat team game where it's like Shadow the edgehog in that there are a lot of different missions and way different paths depending on the secondary objectives you miss and stuff. Which shadow the hedgehog is not the only game that does that but whatever.
