She's a civilian analyst, not a full fledged agent. She isn't issued a weapon, she bought her own. An anxiety ridden zoomee like Grace would break down sobbing from the mild raised voices of a federal academy.

Also in new game plus you can unlock an unbreakable knife for Grace.

I don't mind so much as long as the sections for her and Leon are both good in their own way and one doesn't take up too much more time than the other.

I like both heavy survival horror and RE4 style action, but I'm nervous I'm gonna hate switching between the two in the same campaign, I feel like it might be incredibly jarring.
