The real reason is no one, not a single person in the world gives a single FUCK about Bruce Wayne. He is not Clark, he is not Parker. People don't want to read about Bruce on the campaign trail. They don't want a special issue, where it's Bruce having an argument with civil engineers about what is possible before an election. Meaning the books(some of the only comic books that still sell) won't sell. They will sit there on the shelves.

I could see it being cool in a Batman Inc kinda way. Like Bruce has to focus more on fixing the city from the ground up so he has to rely on his allies like Dick, Damien, Jason Todd to be his eyes and ears and continue fight crime at the street level. You could still have Batman showing up every couple of issues, but make it this dramatic moral conflict that Bruce has to work through that he doesn't have to solve everything himself. The book would of course end with him resigning and going back to being Batman because thats all he knows.

Well, one reason is because Bruce is a highly functioning sociopath. Helping the city is mostly incidental, he needs to hurt criminals. The no killing rule is also there to preserve himself rather than the criminals or society. The whole point of it is that, as far as he is concerned, as long as he doesn´t kill them he is not like them, he is not a monster. He knows that if he crosses that line for even one of them there is no turning back, he would kill them all.

Still he does give those that attempt to reincorporate to society a chance. He gives them jobs in business he owes.

Before Batman started on the streets and Jim Gordon took on the GCPD, the city was run by Old Money types, several well established mob families and a police commissioner who was openly in bed with them. Corruption is white collar crime, established systems run by people willing to take money to subvert them.

Basically, crime was done by people who knew how to keep the city going and it's only since those types were taken out that Gotham's become increasingly dangerous in a "there's a mugger in every alley" sort of way because most of the costumed creeps taking over don't work like mob bosses.

But Grant Morrison (who else?) really championed the character by linking him to Batman mystically being the catalyst for Batman's return from the past after Final Crisis.
