Simple the RE viruses stop you from aging. Jill doesn't age since she was infected with the T-Virus and got cured. Same thing with Sherry she was infected with G-Virus and got cured. Because of that once she reached adulthood she stopped from aging.

There's speculation that Rebecca got infected by T-Virus in RE 0. She was bitten by those infected monkeys in a cutscene so she probably got infected with T-Virus there from that bite. She survived it due to natural immunity. Umbrella estimated that 10% of people would survive a T-Virus infection and Rebecca could have been one of those.

So that would explain Rebecca not aging. Just like Jill also doesn't age due to a T-Virus infection.
