Yes, but when they actually started the whole steam family thing, that restriction wasn't in place yet so as long as you were in the same country (i believe they went off store region) you could just join regardless. That said, you can still work around the same household restriction by logging into the account from a PC (or phone) in the same network as the one already in the steam family. Similar how the old library share feature worked.

You can't join a family if the payment methods are different. I couldn't let my friend from Greece join to try a game before buying it, so he just ended up buying the game anyway. I think it's only for the people within the same country, but I could be wrong, I don't use it. And if I wanted to try something before buying I'd just pirate it as usual.

A lot(but not al) games support family sharing, so you get instant access to your m8's library and he to yours.
If he plays a game you own, you cant play it.
We stopped because I owned 650 games and he owned 450 and even with the "non share games" I suddenly got a library of 875 games. Sounds cool, isnt at all

I don't really know the context of OP's image, but I know that feeling all too well. I've been sharing libraries with a friend for years now, but a while ago he started to barely buy anything anymore and also just leeches off of my games. Had moments where he camped the unlock times of games and played them before I even had a chance due to work or other life stuff. Ever since I've been making big purchases private to keep him from accessing them altogether because when I pay for something the least I'd expect is the courtesy of letting me play that shit first.
We originally did this for mutual benefit, so either he partakes in the whole sharing aspect or he can get fucked and play his shit months later when I actually remember to make the games public again. And yes, I told him that already which was something he didn't necessarily take all that well, so nuking what is left of like 20 years of friendship by just kicking him wouldn't be all too desirable either.

You don't get purchaser priority in the new 6-family system. That was only in the old system where you shared your entire library privileges at once with only one other person. It's set up this way due to the assumption you're all in one family household.
There is a trick for OP guy to still be able to play the game, if he just disconnects from the internet and restarts Steam offline he can play the game

Hilarious. I imagine he can't communicate with the other person. I'm in the same situation and I would solve it by just telling the other party that I'm still playing the game, I'm about to finish it or something they can play in about x hours or if they want to play now they can do it offline.

The modern steam family share system is the most lenient digital library sharing today besides cracked/drm-free games. This is most likely the best you could do without pissing off publishers, because obviously they wouldn't take too well to multiple people playing the same copy when you can't do that with a physical copy. That and you can just go offline to circumvent it.

Not to mention that Steam tried TWICE to get the ability to pack up copies to resell even with a cut of the resale price going to the game's publisher, but all the AAA publishers had such a big hissy fit and threatened to leave Steam and pull their catalogue if it went through, so I totally understand why
