She needs to maximize collaboration/compliance but can't actually force him to do anything.
Like any other AI, Cortana is by nature iterating her appearance to facilitate effective teamwork.
Clearly, over thousands and perhaps millions of interactions/outcomes, it is clear that the Master Chief prefers buxom Caucasian/Asian females

That is the optimum form to maximize efficiency.
4tana is the AI's objectively correct form.
