if you conflate wasting time running back and forth through mostly empty rooms to play with switches to find the right elevation to get to the next room with difficulty, sure.
also i have a sneaking suspicion that most "unc"posting is done by 30-something social misfits because they can't be genuine about games they want to talk about anymore and just drum up trends they hate to deflect their insecurities onto.

It's well designed dungeon ruined by above. The central tower has a part people often overlook and get stuck there, is more of a skill issue.

I was like 12 when this was a thing... and no one over the age of 17 played video games unless you were clearly a social reject or went to a party and played golden eye with your buddies.
People tend to forget that video games back then were mainly seen as a kids thing.

In the context of OoT, is a fairly unique dungeon in the sense it doesn't quite challenge you to what i call a 'track course' like all the other temples do. Instad, it offers a 'maze like' challenge. Knowing where you are and what to do next is what makes this temple different and most players didn't like that, they didn't want to use their gnoggings. Sure, changing the water levels and the boots can get annoying, more so when you keep repeating areas over and over hoping to find something new. But once you know what to do, it's pretty straightforward and can be done in like a single cycle of water.
All in all?
Amazing dungeon, probably my favorite in the game.

Ignoring the frustrating part about manually un/equipping the iron boots just to control your elevation in water, the Water Temple was challenging for a lot of players who were then adjusting from playing 2D games to true 3D.
The Water Temple demands that you navigate it in three dimensions, having the most verticality of any of the dungeons in the game. Whilst other dungeons do have raised walkways that you'd ascend or descend with climbing or leaping, this wasn't that far removed from Link to the Past's layered dungeon floors.
The central room of Water Temple takes you between all of the floors, and requires paying attention to how paths open or close depending on the water level. That itself isn't unfamiliar from the switch based puzzles in LttP or Link's Awakening, but has greater complexity, and blind spots where you might miss new openings.

Dark Link is harder than anything in GBT unless somebody told you to use the megaton hammer. GBT bosses are all a joke. The time is a non-factor. OoT Water Temple really is a lot harder. Both are good but GBT is really good. I implore you to replay both (I did recently) and try to look at it with fresh eyes.

theres a single passage way in the center tower that gets revealed when the temple is filled with water that everyone seems to miss for some reason
this is it. this is the whole reason it's considered difficult and confusing.
if you happen to notice it it's just a normal temple. if not, you're lost in an endless maze.

I did
my problem with the water temple was missing an iron key somewhere and scrounging the whole temple for it. Same thing happened to me in the shadow temple where a random room had an iron key inside a chest hidden in a dirt pile.
