In RE4, there is a clear setting in Spain with the adequate respect to the culture and cult like as well as bizarre remote practice you can find in Europe.
In RE5, its a fictional country in West Africa, i.e. a place where Christians, Muslims and many cults, cultures and folklores are intertwined. They choosed to portray the weird cults as Zulu types spearchuking dudes.
They simply didnt put as much thought into it, RE5 was a product of a time where CoD games were at an all times high and going in brown country as a special op was the thing. They really wanted to tell a Black Hawk Down story with zombies and Matrix Wesker which is fine but they failed in making it interesting.

I'm playing through re5 right now and I don't think it has the memorable content necessary to succeed like re4 did. these remakes aren't really about fixing something as much as they are double dipping on classic content and it's just not there for re5.
the opening section where you're running through the town is probably the best regular content in the game and it's just fine. there are some flying creatures, dogs, and off brand dr salvador, all forgettable.
the middle portion is a clusterfuck of terrible turret sequences, corny ancient ruins and boring industrial zones. wesker is very backloaded and coincides with some of the worst content of nu re, the island on steroids.
