A issue Hina has is she's divorced from any conflict she's involved in. She doesn't seem to care too much about her school beyond it being her job to do so, and things happen without her involvement. Kisaki is very invested in all the conflicts that happen during her events, and her attempts to move her school forward are what spark resistance. The events are centered around Kisaki and how she effects the pple around her, and she has to struggle with figuring out the right thing to do.

You'd have to make Hina reflect on her actions and maybe show she's a bad influence on Gehenna, like how everyone dumped all their issues on Ayame without thinking about her needs.

But at the same time it's not like Gehenna hasn't been featured in the main story at all, having played decent roles in Volumes 1, 3, and F.
It's just, even there they didn't choose to focus on them as much, and when they did, it usually fell into all the favorite flaws people like to complain about.
Like Makoto getting duped in the most obvious way and then having her blimp explode, or the Gourmets kidnapping Fuuka again.

A proper gehenna volume could fix all this, but it could also just give you more of the same things everyone likes to complain about.
Really, the bitching you're seeing is just a symptom of people's lack of faith in the writers when it comes to handling Gehenna properly.
