They're about the same. The relic is a little better though considering you'll need it to gold the moon missions. Both can craft anything in the game easily though the relic is just like 50 points behind in control which doesn't really matter much.

The book step is great but Aetherwell sucks. The books' beauty is "do this specific task to obtain a legendary weapon" (which is even more apparent in the step with the 4 sidequests, which all give you reasons why this and that dungeon is needed). Aetherwell on the other hand is just "here's a reward for doing random shit for a few dozen hours", it doesn't even pretend to be an adventure.

You don't necessarily have to wait around for the correct one to spawn, you could just start doing fates to get new ones cycling into the zone faster. There's also world hopping to find it on a different server. It's not all that bad if you just check for the fates while you're doing the other chores in the book. The book was a good speed bump and vibe check step. It slows down the people trying to clear every bit of content as quickly as possible and it also makes people question their commitment to actually finishing the relic. I gave up on it once I hit the book step back in ARR because you couldn't world hop to increase the chances of finding your fates. Nowadays it's just lowkey comfy.
Aetherwell was kind of slop, it was a grind which is what I want from a relic, but it WAS just doing more roulettes again. I like the current paste step more than the aetherwells because there's more options than just roulettes. To compare Aetherwell to the book step, the books force you into the overworld and a couple dungeons. They did give you a reason to just vibe in a zone, if you were choosing to wait for a fate. You were also hunting specific mobs, which in DT you have no reason to touch outside of accidentally aggroing them during MSQ.
tl;dr the next step should be 12 books.
