Learning to draw is a long and laborious process that a lot of people bounce off of, but if you enjoy it then it's worth sticking with. No screen tablet is fine, buy a second hand one if you arent sure. It is more difficult to use then a screened one by about 30%. And if you can do good work with shitty tools you can do miracles with good ones.
Getting used to digital will be painfull. It was for me.
Dont get hung up on various brushes and filters. Pic 2-3 erasers and pens/brushes, use them. Get used to them.
Expand and experiment on shitty loweffort drawings.
Fundamentals of drawing depend on who you ask because a lot of fundies are interconnected. Pic any set and go with it.
You can always hop back and forth.

The more actual sweat and frustration you pour into getting better (which is not always the same as drawing for fun), the better you will be.

If you can operate keyboard/mouse/gaming controller/tv remote without looking at it, you can operate screenless pad just fine.
With screen pad you either need separate stand to draw ergonomically or you need to hunch over it and have your hand block the screen anyway. With screenless pad you can simply look at big ass monitor on your eye level in ergonomic pose while your hand works with the pad.
You can wear paper on top of the screenless pad for better traction and feel + it protects the surface. And Wacom screenless tablets last for decades. With screen tablet you will be drawing on the screen and it won't feel same as paper and there won't be the same feel and traction
