The Stealth skill becomes a passive and only activates when Sakuya gets hit by a single target attack. It won't suck that bad if the damage wasn't lessened. I know that first year of Action was very rough and I only started playing few months before they reworked things like EXP and Skill stations with that major update. I still remember reflective surface being added to Asagi default costume feeling like test of waters for the stuff that is now default for models in Squad and Action.
