Rampart and Smite would be top of my list for reworking.
Rampart needs its duration cut in half.
Smite really does make NIN LB feel bad to use because Smite can be used instantly, while moving, with no dangerous animation lock. Ironically the main time NIN LB is useful is against some tank who's in Rampart and refuses to die.
I also agree about Rampage vs. NPC entities in general (machina, structures). But I think Role Actions were very poorly considered for Rival Wings as a whole.

You should be able to get level-scaled exp in almost all content.
You should be able to play your job with all its level 100 offensive buttons with further downscaled damage while under level sync.
You should be able to be synced up(like in deep dungeon/variant) in almost all content.
You should be able to slot multiple different actions to further specialize your role in all almost all content(logos/lost actions, variant actions, etc).
You should be able to acquire evergreen(non-ilvl dependent) rewards from almost all content.
Wondrous Tails should ignore unsynced clears.
