Are the items or stats overinflated nowadays or is it just the enhancements trees?

There's a lot that happened over the course of 20 years.
Heroic Durability is a free feat that gives all characters bonus HP which didn't exist back then.
Enhancements were completely overhauled to make them stronger than they were back then.
Items themselves, both random loot and named gear, went through several overhauls to make them much stronger than they used to be. As an example, Cannith Crafting's progression for Abilities (ie. STR, CON) goes +1 at level 1, +2 at level 2, +3 at level 4, +4 at level 5, +5 at level 7, +6 at level 10, and this is what you get from randomly generated loot nowadays as well.
Compare that to some ancient named loot: Gauntlets of Ogre Power were +4 STR gloves that you couldn't wear until level 9. That's it, no other enchantments on them. Charged Gauntlets and Cloak of Summer are both +4 STR at level 5, with multiple other enchantments on them.
Kundarak Warding Bracers were ML9 raid gear with +3 CON, +3 Resistance, +3 Protection. Today you can cannith craft level 4 bracers with +3 CON, +3 Resistance or Protection, and if it has at least 1 Blue Slot you can use an augment for the other stat.
Unless your Rogue found good random loot in chests/on the auction house, they were probably only rocking a +5-+7 Disable Device item, these days it's pretty simple to farm Death House for +12 to all your trapping skills. +5 Thieves Tools are also far more common.
Feats are more powerful than they used to be (for example Mobility gives +2% Dodge, when it used to basically just be a tax feat for people who wanted Spring Attack)
Classes themselves have recieved new innate features they didn't used to have, such as Second Wind on Fighters and Domains on Clerics.
PRR and MRR now exist, giving everyone damage reduction they never used to have.
Casters do more damage because they added Spellcraft as a skill.
Anyone with Guild Buffs is recieiving a marginal benefit to several areas of their character.
And there's probably more I'm forgetting.

Back then most people only ran on Normal, maybe they bumped it up to Hard in a full, balanced, well coordinated group.
These days with all the added power, running on Elite is generally fairly balanced for first lifers, while Reaper 1 provides an actual challenge. If you still think things are too easy, you can bump that up to R4 or R5 and see how long you survive.

Ravenloft is the best expansion in the game in my opinion, followed closely by Sharn. Feywild is just okay. If nothing else Ravenloft gives you a free top tier weapon that can carry you to epics, where the epic version of it can replace it.
But the dungeons are good too. Invitation to Dinner is one of my top five favorite dungeons.

Feywild gear can last you from 5-15, if not 5-20.
Feywild's tree you unlock can help pure CHA melees/gishes like Bard (Swashbuckler doesn't have CHA to Hit), Sorcerer (EK doesn't have CHA to Damage), Warlock (Enlightened Spirit gets neither), and Paladin who would otherwise need to invest in another stat like STR or DEX for their melee attacks.
Feywild's heroic and epic set bonuses are modular; while other sets strictly require 3 or 5 pieces to work, Fey sets start working at just 2 pieces and each additional piece gives another bonus.
Crown of Butterflies giving you permanent Crown of Summer (10 Melee Power, 5 Ranged Power, 15 stacking Healing Amp) is fantastic for anyone.
Ravenloft's weapons can take you from 10-29 where you can swap to the epic version of the same weapon, and they hand you a free Sentient Jewel each life to get to work on those.
Ravenloft's level range is much a more favorable area; it's much easier to get from level 5-10 than it is to get from 10-15.
Ravenloft's tree you unlock is mostly only for Dagger/Kukri builds but there is some low hanging fruit that everyone can use like Negative Energy Absorption.
Ravenloft lets you slot in Freedom of Movement at level 10 to ignore annoying things like Hold Person, as well as Lesser Displacement for a slightly better Blur.
Ravenloft's quests are among the best in the game.
I'd personally go for Ravenloft. While the lower level gear in Feywild is nice, being able to skip annoying shit like Threnal/Restless Isles/Necro 3 and just run Ravenloft at those levels instead, plus getting FoM for all of your characters is just too convenient for both TR trains and for altaholics.

Mists, not Chill.
Run Into the Mists, the speak to the guy by the wagon in the wilderness for a free Barovian Weapon. +5, Silver, Holy 3, Fiery 3, Undead Bane 3. Shreds through undead, and Silver+Holy lets it DR break for all sorts of Devils and Demons.
You can also get Macabre weapons from the last 4 quests/looting Talismans from any chest in the wilderness or quests and trading them at one of the inns. Macabre are +5, Evil 3, Chilling 3, Human Bane 3, and Vampirism so it's great to clear out a bunch of humans, or to heal from chip damage.
Sharn weapons are a slight step up at level 15; +5, Adamantine, Holy 4, Electric 4, Construct Bane 4 but I don't find them strong in a meaningful enough way to craft them to replace the free Barovian ones.

Your familiar can't be damaged or dispelled.
The biggest catch would be you need Magical Training to spend points in Feydark, which pure Paladins don't naturally get unless you spend a feat on it, or get it from an Epic Destiny.

It's... different. What I hate the most is how almost every mod comes with 6+ different prefixes of varying rarity, but they all do the same because they're not allowed to stack otherwise. It's D2LoD tier affix bloat that makes it borderline impossible to find random drops that aren't vendor trash.

expansions start in the DDO Market and can only be bought for IRL money for the first few months, then are put into the DDO store later to be bought with Points
Expansions when bought in the Market come with additional content like races and monster manuals and higher tiers come with cosmetics, additional bank slots, Tomes for each character, and infinite use teleport items. The DDO Store version only comes with the quests+wilderness, no added bells and whistles.

Admittedly it's a retarded, outdated paywall but I appreciate that there is a f2p option to bypass it after doing two heroic reincarnations. It's certainly not perfect but it's better than what was offered before reincarnations were a thing.

I will say the fact that all of DDO's expansions having spots on the leveling path and having epic level content is extremely clever and I really wish more MMOs did that. It adds a ton of variety to the leveling process and means I don't have to do fucking Delera's tomb ever again. Worth every penny spent on Saltmarsh, Feywild and Isle of Dread.

Some anons are probably still playing, but I haven't checked in myself since last Saturday. I'll probably hop on myself because the current MMOdventure game refuses to run properly and that's as good an excuse as any to play more DDO.

Just checked, it looks like trained skills (anything with n/a) won't apply the bonus if you don't have points in them. I have a +3 tome on open lock/disable device and it still says n/a on my current life, but it definitely applied when I ran a dark hunter who was trained in those skills.
And no, you can absolutely go from 0 to +3. Pretty much all of my skills are +3 from tomes gained in epic sagas.

What the fuck is the point in having named loot in a non-raid dungeon if you only have ~6 shots per WEEK to actually get the drop. the ddo crafting design is designed with the idea that at that level that would be the highest level at the time and "outleveling" it is not a thought during the design of that crafting system. house cannith lvl 19 crafting, greensteel, dragoncrafted armor ect all was implemented when that was the max level. oh you outlevel it? ok well now you can do the next area's crafting system, or at least try it out before you outlevel it. even with no xp tome no xp % bonuses at 3rd life reincarnation you can easily outlevel these crafting systems by just doing their related quests and explorer areas in order to farm the raw materials for that crafting system. its well known and has been well known ever since level 16 greensteel in like 2009

That doesn't mean the system isn't stupid. Craftables that get relegated to leveling gear should have mat reqs nerfed so they can actually be made while they're relevant. As of now, you're better off either not bothering with crafting at all or save whatever you happen to stumble upon and use it for twink gear every 3-4 lives. That's an awful long time to have whatever amount of bag slots occupied by something you'll only maybe use later.

Is Crusade actually worth it? I have to use How Dare You Strike Me to proc consecrate, and it has a 2 minute cooldown on top of only proccing when I hit 50% hp.

getting Insightful stats, like Insightful CHA for a Sorc or Insightful WIS for a Cleric, can help out if you don't have the named gear that gets it for you.

Casters can get Insightful Spell Power at 225, Lores at 100, and Spell Power at 50
Skill shards have no required level, but if you want to make a skill swap item for, say, level 15 (ie. Search of Disabling for a Rogue) you'd have to make a level 15 shard which requires crafting lv 150.
If you have no gear, CCing can get you a full gearset.
If you have a ton of named gear, CCing can fill in that last piece of loot tetris for stats you wouldn't otherwise have, rare affixes like Light/Poison Resist, and multiple augment slots for something like Demonheart Emerald + Featherfall Topaz

If you don't already have an endgame weapon, 1 negative level for using Constellation is well worth it.
Spear of the Mournlands could also be an option for Warforge/Bladeforge/Aureon/Divine Crusader epic destiny.
Cracked Core is a strong necklace with 6 Insightful CON, 3 Quality CON, and 2 augment slots for either more CON (ie. Festive CON) or high tier augments.
Speaking of augments, assuming they don't put restrictions on the items you get from the box, it would be a good idea to make a couple alts just to claim BtC items to turn into BtA augments to pass over to your main.
Epic Litany of the Dead can be made into a level 30 Colorless augment that gives Profane +2 to all stats
Constellation, Cursed Blade can be made into a level 30 Orange augment that gives Improved Destruction
Pomura's Memento can be made into a level 30 Green augment that gives +5% Insight bonus to all spell critical chance
Dark Diversion can be made into a level 30 Yellow augment that reduces your threat by 20% for melee, range, and spells
Cracked Core can be made into a level 30 Yellow augment that increases Action Boosts, Turn Undead, Bard Songs, and Ki on hit by +1
Spear of the Mournlands can be made into a level 30 Orange augment that reduces the target's Positive and Repair Amplification by 5%, stacking 5 times.
each augment requires 50 Threads of Fate and 1 Empty Soul Vessel, so they'll be sitting around for a while until your main has farmed them (they're BtA)
Quiver of Alacrity is BtC, but if you Cannith Craft any arrows/bolts they'll be BtA and when you put them in the Quiver you can put the Quiver in the shared bank to move it over. Very worth making alts to transfer Quivers over, since with a bit of Orchard farming you get the best level 1 twink item in the game.
And if you have any Mirrors of Glamering lying around, Glamered cosmetics are BtA, so you can make a new character, get the glamer of something you would never use, and then pass it to your main.

Personally I wouldn't go for the Heart; if you find any other Minor Artifact you have to either ignore it or ditch the Heart and find a new trinket to replace it, and 4 filigree Artifacts are much more common now making the Heart's 3 slots lackluster
Sightless is a very strong consideration; True Seeing, Death Block+Neg Absorb, Constitution, Sheltering are useful on everyone and then the extra Melee/Ranged Power helps all non-casters. If you had a Reaper Helmet, I'd have second thoughts about Sightless but considering you're just noobing around you almost certainly won't be getting a R Helm for a while, making Sightless much more enticing.
Rune Loadstone is mediocre; Cold Iron is one of the easiest damage types to bypass, Blindness Immunity is readily available from Cannith Crafting or as an augment, and even on Reaper I barely notice champions dodging so dodge bypass is sort of an afterthought.
Morninglord's Greatsword is a budget option from Mists of Ravenloft (assuming you picked it up for 99 points) so I'd probably go Morninglord Greatsword + Sightless

The best item to take if you have no idea what to take is the NON-EPIC Quiver of Alacrity. You'll need to farm/buy/be gifted a full set of 8 Shield Fragments or Tome Pages, which you then turn in for a Seal of the Black Abbot and use the Fountain of Necrotic Might to upgrade the Quiver so it gives +30% Movement Speed.
The Quiver slot is functionally unused for all characters, so having an item with 0 minimum level that gives you maximum movement speed without taking up an item slot it fantastic, and it's the first item everyone grabs from the bank after reincarnation.
Other than the Quiver, the main choice is between Sword of Shadow for the best weapon pre-epic levels if your build uses 2 handed weapons, or some flavor of level 29 gear to use for endgame which is entirely determined by your build. For example Fetters is great for Monks but useless for anyone not specced for Handwraps.

For the quests, Inferno is possible solo but it's annoying because it's a teleporter maze and you need to be able to cast/use scrolls to cast fire spells like Fireball and cold spells like Ice Storm
Fleshmaker's Laboratory has a party check right at the end which is technically possible solo with hirelings but it's annoying to do
Temple of Vol and Ghosts of Perdition are both 100% possible solo
