Ruby (e) bolts? Dogshit waste of time. Not only do they require you to sacrifice health in precarious PvM scenarios, they are dependent on the NPC's CURRENT health. Which in ancient Runescape is MAXED at 255. All of the bosses have huge defences to make their fights last artificially longer. So after a couple shots, you need to switch to diamond (e)s and reselect the enemy EVERY kill. Even on Vorkath in OSRS, you only used them until about half health. And Vorkath has 750 HP, more than TRIPLE of KBD's health.

health loss isn't a concern if you're not taking any damage to begin with - compared to diamond bolts, they also yield more kc/trip while being quicker to restock on as rubies are more common than diamonds, anyhow.
the places where you'd rely on diamond/dragonstone/onyx bolts coincidentally also force you to be taking unavoidable damage while the enemies themselves have massive defence - gwd, kq, chaos elemental, mithril dragons;
..but they're viable on anything else that has high enough health where damage taken is easily nullified - dag. prime, giant mole, steel dragons etc.
the only other concern is resource and inventory usage, which really isn't a problem after the first two/three successful runs.
