Fes is every damn near rate-up these days.
If you want actual celebration times for the game then it's half-year anniversaries in April, Sea/Ocean Day in the summer, and proper anniversaries in October.

The game updates on ~10 day cycles, and pretty much everything is DF, whether it's Unison, Class, whatever. Stuff rarely ever gets added to the normal pool; usually on anniversary or half anniversary. Sometimes they show up sooner in the element select banners.
The other exceptions are collabs and paid SSRs, which get rerun much less frequently, if ever
