Eevee itself is pretty ass. It's a load until it evolves.
Espeon is probably the best eeveelution for ingame. It's also among the hardest to actually get unless you're going by fiat, or have so little to do that running around for an hour sounds good.
Flareon and Leafeon are nearly useless. Flareon specifically was okay in gen 3, and is one of the few pokemon to unironically be hurt by physical/special split, because being a relatively specially bulky pokemon, with a strong Shadow Ball was genuinely useful, but outside of that is just bad. Leafeon is just bad. Umbreon is good in theory, but is so fucking slow at single player you should just kill yourself. PLUS you are grinding friendship for this fucking thing. Gag.
Jolteon and Sylveon are decent, but Jolteon is too one-note for single player, while Sylveon is signing up to level this fucking thing to the 20s, and possibly grind whatever the fuck they've decided Affection should be replaced with.
Glaceon is... interesting, Ice is almost never available early, and the few ice types that do sometimes show up early are giga ass. Glaceon is ass, but might actually have a solid niche if you get it early enough. Falls off like garbage in the sun though. But since no eevee is good long term, that actually isn't as bad as it sounds.
Vaporeon isn't awful, but is pretty much just flatly worse than most other water types, which are also absurdly common. Same issue most water starters have. Good in theory, but just go catch a Gyarados or something.

I do agree with this. If it actually got Lava Plume at a reasonable level, it would be fine. It doesn't. Usually in the 40s. Base 90ish with a good attack is enough, but Flareon is cursed with shit special moves, too, unless the game pushes Flamethrower into your hands early.
The problems with Flareon are more that it is both slow and frail enough for "good enough" offenses to be a problem. Fire is good defensive typing for ingame, but that only goes so far when it's constantly getting its shit pushed in by random normal and flying types that outspeed it even with a level and IV/EV advantage, taking debuffs and status from all kinds of stuff, and running into more issues with physically bulky things that also wreck it afterwards.
Espeon doesn't really have this same problem. 130 is frankly thermonuclear at any point before the 30s, and Confusion/Psybeam actually are just fine with that much raw power (and it actually gets them. Flareon doesn't usually even get Fire Fang until around 30, and is sitting on base 95 Ember until then). It struggles against bulkier shit, but there's actually a pretty narrow slice of things specially durable enough to eat a base 130 Psybeam, but also hit Espeon back physically before very, very late. And since none of them do particularly well late game anyways, it's not that big of an issue relatively speaking. And base 130 Confusion rips through almost anything you're liable to run into in the first 20 levels of the game that isn't Dark.

As an aside
Vaporeon relies on Surf HARD. A lot of water types actually have this problem, where they sit on Water Pulse, Bubblebeam, or off-stat Aqua Tail until Hydro Pump in the 50s, but it's especially pronounced on Vaporeon since it has so little else going for it. In a game where HMs don't exist, it's pretty toothless. Reasonably bulky, but toothless.

Best Eeveelution tends to vary between games a lot, and also tends to come down to how much you are willing to invest in the mon.
Take Gen 4 Sinnoh for example.
Jolteon and Flareon get easy access to Thunder and Fire Blast, but both are a bit frail and really don't like missing- and the only way to get Thunderbolt and Flmaethrower at a reasonable point is the game corner.
Vaporeon gets the always reliable Surf, but really late, so it is stuck using Blizzard.
Espeon is ass unless you invest in the Game Corner Psychic TM(and they are expensive!).
Umbreon gets immediate access to Payback as an accurate 150 BP move after STAB, giving it at least one solid attack move to spam.
Leafeon is an oddball who doesn't get access to any good grass moves, but its Return is about as strong as Umbreon's Payback, and Leafeon is both bulky and fast. Leafeon can also hit the Game Corner like the others, picking up Sword Dance for less than half of what Jolteon, Flareon and Espeon is spending.
Glaceon is basically not available with the shitty placement of the Icy Rock.
The best might be Jolteon even with the accuracy issues, but you have a better Jolteon already in Sinnoh with Intimidate attached.
Flareon has a case thanks to Choice Specs arriving at a reasonable point and it having better accuracy than Jolteon.
Leafeon and Umbreon are both solid.
