Who fucking cares? It's gen 3 and only local trading/battles are allowed. Literally no reason to EV train, if you need to EV train to beat FRLG Elite 4 you're retarded.
If it really bothers you that much just breed a new mon and EV train that (its IVs are gonna be shit because gen 3 breeding is a fucking joke).
Also remember that in gen 3 EVs can go up to 255, it isn't capped at 252 so... Have fun with that!

Serebii existed back then and the "EV factor, IV factor, etc" and their respective calculators existed already, it was well known at the tine but the breeding mechanics were a pain in the ass in gen 3 so most people didn't care to get 5 IV mons, at best you'll max out 2 (Attacking stat, speed) and maybe 3 if you tryharded to get max HP IVs.
Anyone REALLY into competitive just used a gameshark to gen mons.

The same reason why breeding in those games is absolutely terrible, there are no guaranteed perfect IV encounters and you can't control the values you can pass down in breeding- you're genuinely not supposed to be able to interact with that side of the game and the battles that are offered were supposed to also be under that context. Even multiplayer battles.
The most that was ever disclosed about EVs officially was via a guide that said that if you go against certain types of Pokemon, you can raise a specific stat but they never told you about the cap involved in that for the overall stat totals and the per-stat cap.
They didn't start giving a fuck about that stuff until Emerald where the Battle Frontier was such a process to beat that they allowed you to check individual values with the judge, pass on natures half of the time with the Everstone, and of course allow you to reset the EVs for your Pokemon with the berries.

Women, apparently. Today I woke up to a very loud banging noise. It took me a few minutes to find my bearings, I walked upstairs to our bedroom, to the source of that sound, and when I threw open the door I was in utter shock. My wife was there in our marital bed, having sex with two wild dogs.

EVs literally do not matter in FRLG because there isn't a Battle Tower. The only place where you'd want a well-thought out tactical advantage is Seven Island's Trainer Tower, and even then you can just cheese the shit out of Trainer Tower by catching a level 3 Pikachu, evolving it to Raichu, trading it with the bitch in Cinnabar offering an Electrode, and then use the subsequent level 3 Electrode to Sonic Boom and Thunderbolt spam your way to victory.
And EVEN THEN, Trainer Tower offers nothing to the player except items for trade evolutions, and since you literally can't complete the National Pokedex in this version of FRLG, they have absolutely zero inherent value.

EVs were never capped at 252, they always go to 255 but they only count as full stat points up until 252 because EVs are basically quarter stats so if you max it to 255 then you're wasting 3 of your potential 510. To properly minmax you have to raise your 2 desired stats to 252, drop 4 into another stat, and the last 2 are completely wasted and don't effect your stats.
