It's not that hard to check every house in the two towns you just got access to. It's weird that regardless of where you go that needs Rock Smash it's basically the last place you'd realistically check, but if you're just visiting Mauville for the first time and are fastidious about checking every house it's one of the first places you could realistically check.

in this context, yes. There's absolutely nothing that tells you to go talk to that specific npc to get rock smash. It's obtuse enough to make a kid wander aimlessly for a while.
In modern games, you'd have just received rock smash from Wally's relative after beating the gym or some shit.

This is really the only justifiable aspect about the situation, "natural curiosity" doesn't really equate to checking every house when loads of houses in Pokemon games don't have shit for you but bad dialogue. It's the only time Hoenn really does this though, since Cut is a completely optional HM in this game, otherwise they do a good job giving the other HMs to you: Flash from Granite Cave Hiker, Strength from the guy in Rusturf, Surf from Wally's parents, Fly from Rival, Dive from Steven and Waterfall in the climax. Rock Smash Dude could've been in front of his house if they wanted to instigate "natural curiosity"

Gen I does a better job with HMs since the only one you're forced to get in the story is Cut before you actually need it. Surf and Strength are the only two other necessary HMs and they're found in the exact same place. Hoenn's progression gates are usually story-based rather than HM-based until you get to Surf, so most people just get dumb funneled through out the story until they hit a point of "where the fuck do I go now?" which is exceedingly rare due to how linear Hoenn is as a region
Fun fact this is the only mandatory Cut tree in Kanto

Maybe for retards. Kids back then would just talk to the npcs in the game.
You can tell Pokémon’s handholding truly began specifically with Platinum, aka as a response to when DSbabies got into gaming. All of the lategame fights had their levels nerfed, progression npcs now railroaded you into cutscenes and dragged you along compared to DP, and HMs were no longer in “obscure” locations save for one. DP didn’t disrespect children’s intelligence the way Platinum did.

I know a 40 year old man who picked up FRLG (he hadn't played any since GSC) on switch and did everything but check east of Cerulean to progress. He was adamant that he just needed to find a way to wake up Snorlax to get to Lavender Town, that Rock Tunnel was optional. Former pokéboomers who haven't touched a game since gen 1 or 2 are just as oblivious as trend-hopping zoomies or alphatards, if only because the path to completing every single main series title isn't seared into their brains like it is with ours

I do acknowledge this distinction between DP and Platinum, and yet for some reason, in all 3, rock climb (which is mandatory for progression) is found randomly laying round in the snow on route 217, and is shockingly easy to miss.

Not like that video in particular, but yea I recall there were quite a few places where I got stuck for a while playing Diamond as a kid. Specifically, I took absolutely forever to talk to the galactic grunt outside of the great marsh after getting 4 badges, that shit is NOT telegraphed as a progression gate clearly at all. I had a similar issue finding out where to go after the Veilstone galactic base, though I admit that one is on me not paying enough attention to the dialogue.
I actually quite liked these experiences, though, getting stuck at certain points is what encourages engaging with the side content

It's not difficult if you have basic reading comprehension. Even when playing RB as a 6 year old I had no issues knowing I needed to go to Rock Tunnel. Traversing it was another issue as I usually didn't have Flash
