Eevee would probably be the easiest, but I bet Umbreon would be a close second. Its fur looks pretty thin, and really the main thing you'd have to worry about is the hunting instincts at night.

Yeah but that fur. They use it to determine the future by using air currents. It's probably pretty sensitive, so you'd have to keep your house religiously clean.

Those ribbons seem like vet magnets. They could be placed somewhere they weren't supposed to be(stove, shredder,) or end up stuck on something.

Leafeon's a contender for being potentially easy, but it all comes down to whether or not you need to treat them like a tropical plant too.

Depends on how intelligent Eeveelutions are supposed to be. If they're smart, I'd say Sylveon and maybe Espeon, both can take care of themselves and possibly others with their ribbons/telekinesis.
If they're dumb, then I'd say Leafeon just because you don't need to feed it.

Easiest to hardest
1. Leafeon - doesn't need feeding
2. Espeon - low maintenance, loyal but can be independent too
3. Sylveon - *craves* attention like no other, otherwise easy
4. Umbreon - mostly quiet, but don't agitate; nocturnal trainer strongly preferred
5. Vaporeon - will get furniture and belongings wet, needs space
6. Glaceon - better thrives in wintery environments, not for everyone
7. Flareon - constant brushing, dislikes baths, might immolate property
8. Jolteon - pointy and temperamental, say bye-bye to electronics
