Anyone who knows any old ROM-sites that had a disclaimer claiming that it was legal to have ROMs downloaded for 24 hours if you didn't own an original copy? Preferably where the site has been archived in some way.

No idea, it was probably circa 1997-1999 that I found websites with such disclaimers. Even back then, being 10-12, I knew that was probably bullshit and that the government wasn't going to knock down my door and arrest me or my parents for downloading Super Mario World or whatever the fuck.
