does this game have as confusing and cryptic skill/master system that III had? where you had to keep levels as low as possible because trainer skills are based on levels gained but the game never fucking tells you

Nah they swerved that. This one requires you to perform tasks such as a 10 hit combo or 10,000 damage in a single attack. Some are tied to actions outside of battle too like having a certain number of unique items in your inventory or trading one particular item as part of an ongoing trade quest.
