As the oji-san that asked them for that photo, they didn't mind at all when I asked for one. I just caught their attention (without touching them), said something like "excuse me, can I get a photo of you two?" and they both happily posed whilst I took one on my phone.
Unless they're actively in a hurry most cosplayers will let you take a photo when asked.
