That's a highly unusual style for live2d models. You could look up artists on twitter with a similar artstyle (you'll have better look with JP ones) and reach out to see if they'd be willing to work on a model commission.

That being said, there are way too many new faces joining, hornyposting for a while, going cold for some time, then returning with the "big special reveal" of!... being underaged when having started. Help me understand. I’m friends with a female vtuber. She has an established circle of vtuber friends, and they have a shared community already, as in they have many common viewers who watch 3-4 of the friend group already. She collabs with me and my friend group a lot, but the thing is my friend group is so much smaller and we don’t have a big shared viewer base. While I agree, I don't feel that it's truly achievable sometimes; not if you are trying to network with multiple people or socialize to at least know who you can potentially network with later on.
Shut down one too many flirtatious personalities and you become the weird one who is trying to enforce a seiso aura in the groups, tell someone that their jokes aren't that funny even if they used the common tropes of "haha sex xd" and you will be ostracizing someone. The vtubing sphere has a tendency for these kind of interactions, and most male to female ones pass through this mode and not some other simpler way.
But this is the easy answer anyways, you can still properly interact and find people who are willing to go with these other ways, they just take a little bit more of time to understand, approach, get to know and such. And many of these same don't really go out there to talk with others so it makes it hard to get when to approach and when to retreat/give them their space. Meanwhile, the lewdtubers are completely fine with making any space a lewdtuber containment area, I've seen multiple chats of mutuals who also started talking to said lewdtubers devolve into a group of specific people of this kind doing this very same kind of thing now there, not always but commonly killing any other ongoing vibe, and this is actually bad for the handful of people who I've seen had a community of their own before that, some recurrent chatters seem to have given up entirely on interacting or at least chatting with the vtubers thanks to this.
And about the underaged ones... I have to assume so? If you can steer away from them there should be no reason for these in specific to remain around, but who knows.

Try inviting viewers to teach you something (a phrase, a word, implying that they come some concept about the language like past tense, simple and irregular words...)
You could also think about doing collabs either of getting vtubers teaching you, there are some professors and teachers who can probably teach you; also you could "trade" knowledge, give the one you are collabing with a piece of knowledge about your language in exchange for their english knowledge.

Veadotube or whatever is the usual go-to answer. Gazo Tuber is an option, too, but that's abandonware at this stage. Still usable, though. PNGTuber+ is a bit more robust, but I think that one was also abandoned? Haven't checked, I might be wrong. I think there's another PNGTuber app that's a functional step up from PNGTuber+, but the name eludes me at the moment.
There are ALSO plugins for OBS that can handle all of it that way, and I only just remembered that there are ways to do pngtubing through SAMMI.
The simplest option would just be grabbing veadotube or gazo tuber and just leting it rip from there, probably.

Women love buying merch, they love being able to live their interest. Most guys only buy merch if they actually like it and find use for it. Whereas women are obsessed with collections and comparing collections and all this dumb shit. Women are much less likely to give a direct donation but they’re way more likely to buy merch which most male indies fail to capitalize on because merch is expensive and difficult to do compared to “pls donate”. Women also find the idea of financially supporting a man repulsive, buying merch puts a logical barrier between the idea of financial support.

I sell voice packs, I sell postcards with my cologne on them, I sell stickers, I sell keychains, I sell bookmarks and I make all of these myself other than the art. I print them from my room, I package them myself, and I send them. The bulk of my earnings is through merch. The markup on these things can be anything from 300-1000%.
