For what it's worth, I did manage to do the minimum that I needed it for, but it wasn't even remotely convenient (most of the game text displays as ????? inside the editor), so the question stands.

It is installed and I tried Locale (R)emulators too. People on the RPGM forums say that this is just an inherent limitation of XP's English version that can't be fixed. It can display Japanese characters in the Ruby script editor, but nowhere else, no matter what you do.

I've seen Japanese versions of Tsukuru 95, 2003, and VX on there, but I couldn't find XP. To be fair I suck at searching through archive.org...

Ok, checked further, no wonder I can't get it to run. It's the Japanese RPG Maker, yes... but it's modded to be Korean, so no amount of locale emulation will get this to run, and it'll have issues with Japanese anyway.

There's an underground network of sites in Japan which probably has that kind of thing. I don't remember right off how I came across them... they stretch back 30 years... ... Uh... check the warez CD collections. Incidentally, why do you need it?
