It's just a plastic tray that lost its grip.
Fans are conceptually not exactly high tech, they just need to be close to what they are supposed to cool.
First check whether the connectors are actually broken. If yes even some tape will do.

The screws holding the tray and the plastic barrel around them was broken. No idea how to fix that. Maybe glue but the area is so small it's a pain in the ass to work with.

Because sound resonates more with more contact. Lookup I'mwateringPSUs for your GPU and undervolt it. He does conservative values so you're going to be underpowered a few % but it will make it sound a lot less, guaranteed or your money back.

I'm wondering if it's too tight. The 300mm ziptie was barely long enough. Had to squeeze it through the holes at the top instead of going full around

Now that you mention it, it is very obious. However I had already bought 390mm zipties. Now I have 196 extra zipties lying around.

The 390mm is much more spacious allowing better airflow. I don't think it's too tight this time (and most likely wasn't last time). Coil whine is still about the same as with last ziptie. I looked up I'mwateringPSU's undervolting video and it reduced coil whine a lot.

Having the fans hanging like in first pic eliminated about 90% of coil whine noise which is wild since without undervolting the sound from coil whine is much louder than the sound from fans
