Hey guys, been some time since I’ve been here, but I don’t where else to go for this, soo

I’m just wondering if I can get any input? Or even enhanced? I’m just trying to figure out what this mark is on someone’s neck. Unfortunately, this is all I can work with. It looks like a tattoo, but I’m not sure what. The bottom looks like someone’s collar? And the rest head? Maybe a vase of flowers?? Please help. This is important.
