Best by what metric, price, performance, dashboard quality? Probably any provider will work for you, if you're in Europe just use Hetzner and if not Hetzner is fine too but also DigitalOcean and the likes are similar. If you just want the lowest possible price check lowendbox for offers.

I've heard that Hetzner can sometimes ban for random reasons though

Any provider can ban you for random reasons. Hetzner is just one of the most popular providers, hence why you hear a lot of stories about them in particular. They also follow EU sanctions, so if you're from Iran or Russia without a EU residence permit then yeah you'll get banned. They also warn you if you torrent not to pirate stuff, but so far they haven't banned my seedbox where I'm absolutely pirating stuff (uncommon stuff though).
Either way, make backups, no matter what you use. Ideally also a script to set up your system on a freshly created VPS, but for a beginner this is gonna be a bit too much so don't bother yet. But as long as you don't host anything overtly illegal and don't leave your server open for abuse by bot networks (e.g. an open email-sending server), you are very, very unlikely to get banned.

i want something that has a cheap price, preferrably under $30/month
all the hetzner servers seem to be closer to $40 and they have specs that are way too high for what i need aswell.

at most id need 256gb, 16gb ram. not 2tb 64gb ram

You're probably looking at their dedicated server offerings, not VPS. Though they recently did hike prices a bit because of RAM/SSD shortages (and so will the other providers for sure).

But yeah if this is still too pricey then check lowendbox. If you need 16GB it's gonna be pricey though no matter the host, fucking AI data centers man.

These are cheaper per GB of RAM but sometimes sold out and CPUs are slower, but probably still good enough for most casual uses
