Lotta people don't realize, Fate is all a battle of concepts. Can Jack the Ripper beat Heracles, maybe if you can bullshit his concept to be bigger than Heracles temporarily. By turning Jack into not just a person that killed a few women, but the archetype of serial killers, the murderer lying in the darkness, a literal demon, how high can you bullshit a concept. Once they become a servant they are no longer a flesh and blood person; it is not a fight between the still living human heracles and the still living human jack, no they have become concepts entirely. And concepts are something you can bullshit, they are things you can twist.
Alcidies himself being twisted into a grail altered monster is also proof of this.

Both servants come at each other with the strength of their story, the strength of their rank, their skill, their concepts, their conceptual advantages, their conceptual disadvantages, and see which concept is greater.
Jack gave it a good shot using From hell and Natural born Killers together to become an army of 500 demons. Unfortunately the anime kinda cut the part where he was actually dealing a bit of damage to Heracles.

King order offers variety and is actual representation of Herc legend.
God hand is shit and should only be limited to Berserker class.
King Order should be default for all other classes, but no class can use all 12 powers. Instead they can only use labors associated with them.
For example, Herc uses bows and arrows in 1st, 2nd, 4th, 6th, 10th and 11th labor, so his Archer version got NP corresponding to them.
Herc as Rider can ride whatever creature he captured alive, so he got stuffs from 3rd, 4th, 7th, 8th, 10th and 12th labor.

Both god hand and the berserker class are jobber traits in fate. They don't do anything useful. Herc's best skill is nine lives, which is locked as a berserker. He probably makes best use of nine lives as a saber, but a regular archer is the best fit for a grail war. He could snipe people across the city with the hydra bow. Like pic related but rapid fire and not a shitter. Archer would also give him the most freedom to approach every battle however he wants, like he did in his trials.

Artoria with full energy (Excalibur hits them all). Gilgamesh (Enuma Elish hits them all if deemed worthy, otherwise it will take awhile to kill them all with Gate of Babylon but not impossible). Heracles (God Hand will become resilient to demonic claws and eye beams, they might get between 4 to 8 kills but I can't imagine more than that with all their strength).

It really depends on the master pairing. He can only create so many bodies because Flat is an excellent master. The population density of the area they're batting in is also ideal for propelling Jack's strength through the roof. Still, those with anti-army Noble Phantasms are suited to taking him on.
Saber, Lancer, Rider, Berserker, and Gilgamesh should be able to combat him fairly well. Caster's temple might also hinder Jack's ability to operate at full potential, and it's remote enough that he might not get a substantial increase in power since it checks an area of 5 km for living humans.

Maybe watch the story then
Story tells you that they were at their weakest when they fought assassin, but it was a necessary fight for them since they needed a weak enemy for them to acclimate to their NPs. The more they use their NPs and put themselves into life and death battles, the more each of them will acclimate to their NPs and become stronger. Jester puts a stop to the fight because her surmises that 70% of them will die fighting asssassin, but the 30% remaining will becoming servant tier and take her down, because they will have fully melded with their NPs. He decides to take over instead to save Assassin from losing, and because the NPs won't work against him due to compatibility, vampires are strong against NP.
When they fight, whenever they do anything, they are creating a "story". Their NPs are not fully baked yet, nor are their abilities. For them to reach completion they need to get involved with them as much as possible and face life and death situations. The more situations the cops get into the more they can create legends for themselves, and the more they will get used to their NP.
Durmas sees the cops story as a work in progress, its not done yet. He's still writing all of them. They need to awaken their NPs.
