Usually it's cause the actor feels they won't get much recognition if audiences don't see their faces. It's very dependent on the actor. Examples like Pedro Pascal wanted those scenes where he removed the helmet in Mandalorian, I think he had complained about that and it was a compromise they had to do. Sylvester Stallone wanted to keep the helmet on all the time when he played Judge Dredd but execs forced him to take it off for star power appeal while later Karl Urban convinced them to let him keep it on always. The Twisted Metal show has Samoa Joe as Sweet Tooth but he's just the body actor while his voice is provided by Will Arnett.

It's pretty much a toss up depending how the production is.

It's not just a vanity thing but also that some cosplay masks/helmets are not comfortable to have sex in. I've done cosplay (Spiderman, Helldivers, Clonetrooper, etc) and the only Spiderman's masks would be easiest to fuck in cause it's more tight but depends on the fabric it's made from if it's breathable. Alot of Helmet based cosplays get hot pretty damn quick and aren't very breathable.

The average dullard is not able to relate to a character unless they can see their face. There's a lack of empathy and understanding unless the character looks like them (which is why there's such a push now for "diversity" in media now, it HAS to be me or I can't relate).
There's also the aspect the other anon brought up where Hollywood definitely thinks people won't care unless they can see the famous actor's face, not only for the actor's benefit but so they can throw it on posters and trailers and people can point and go "I know that guy!"
