Everytime I call this person, the phone rings three times before saying

Pretty sure three rings means that their phones off, or they're actively rejecting the call. If you were blocked it'd usually just go straight to voicemail.

Are you retarded?
Think really hard about that. If they're declining the call, the phone is still going to ring until they decline it. The phone doesn't magically know that the user is going to decline the call and pre-emptively decide to not ring. If you're not baiting, you have a double digit IQ.

Most phones are set to ring 6-10 times before going to voicemail, to give the person time to get to the phone. Some are set so that if they have already recorded one call today, they know the person isn't home and jump to voicemail sooner.
