That particular bulldog standard was a direct result of bull baiting being outlawed; all the "real" bulldogs got bred into various other breeds (occasional sighthounds that hunt for "bravery") - mostly into terriers to create the bull and terrier because they were cheaper basically
The actual bulldog was a lot more functional though it still had the underslung bite and moderate brachycephaly, but it looked like a compact squashed mastiff (ultimately what it is, because a standard mastiff frame was too long and ended up getting wrecked by bulls) to "modern" bull breed with less terrierness or something looking something like a slightly bulkier, shorter boxer

There's a few "reconstructions" with small admixture from Bullmastiff, APBT (this should be minimised to avoid "terrier") and American Bulldog, but this one is fairly healthy and "accurate" enough to the bulldog "standard" to still very much remain the dog that people think of even with the modern bulldog

Anecdotal evidence, but I've seen a lot more of them around lately, along with "English Bulldogs" that are clearly a lot healthier and "off standard" and they handle exercise quite well, can actually exist in hot weather (I still don't recommend it). Yeah sure another type of dog is probably healthier, but the compromise of "reinvigorating" the "show" Bulldog to actually be able to function again is better than nothing in my opinion
Of course there may still be the knee problems, and that seems to even be irrelevant of "healthy" weight, every dog from a bulldog/mastiff background it seems had a solid chance of CCL problems, no matter how otherwise healthy they seem to be. The hip problems do seem to be gone, as well as they can now give live birth and live to 12 instead of 5
I understand your point to an extent, but I have a sneaking suspicion that your some sort of spitz purist autist. It's also not a given that you can even fix a breed as far gone as the English Bulldog, as the genetic problems are so fixed at that point that outbreeding might just result in "you now have a dog with the exact same problems, plus the weird rare abnormalities you introduced from the new stock"
It might not fit your standards of purity and health, but the very least the original bulldog was a vigorous "fit" dog (then again even the Bullmastiff was up until fairly recently and still somewhat is, until they're suddenly not and keel over at 3 in the prime of apparent physical fitness, so that u shaped survivorship curve could apply too), so show breeding to weird standards really fucking destroys dogs for sure. Look at German Shepherds (even ignoring physical deformity intentionally engineered), I'd imagine the "real" ones have an inherent neurotic quality to them that's perhaps necessary for their line of work, but the terrible breeding has turned them into complete fucking nutcases

From a materialist lense it makes sense too. Normies arn't going to pay heaps of money for a dog with median age of 5 years and the backyard breeding scene is fully invested in bullys than actual bulldogs. They are stuck in a niche that commands high price for a shortlived animal that is bred as a domestic companion, unlike something like a doberman which despite chronic heart failure have use beyond a living barrel of wrinkles.

Funny you mention Bullys because they're the opposite presentation but actually nearly the same thing, blacks market them as pitbulls to brag about "my 160lb pitbull" but they have the same APBT (about 10%) admixture (other than "classics") as the "new" bulldogs but (XLs/"bulkier" ones) are essentially just American Bulldog + English Bulldog for bone girth (+various differing mastiffs in XLs; they're supposed to be "true breeding" but the mastiff(s) of choice definitely differs, I've seen a few that undeniably have Presa Canario for example and most don't)
The end result is actually essentially the Bulldog with a "long" snout and "overbite" (again if you pay close attention you can actually see a very slight undersling in some of them)
They're actually surprisingly healthy dogs too, because even the less extreme versions ARE a little too bone heavy and overmuscled, but of course then there's "extremes" and bizarre instagram meme subbreeds like (Pocket x XL) to create intentional freaks, so they speedran the English Bulldog meta in like 20 years (or shorter if you're taking the point of complete divergence to truebreeding and standardisation)
Funny that you'll simultaneously have problems in them by autistic adherence to "type" and standard, and inbreeding, as well as by outbreeding for stupid shit like merle coats which can't conceivably be an "allowed" colour
