Dogs are apex predators. If they are attacking people something is wrong with the dog. It is too stupid to understand what is or is not prey, and what is or is not its jurisdiction. Plenty of dogs are smart enough to understand the rules of life at the top of the trophic ladder. Good breeds do not stay good because the stupid ones are allowed to live and breed. (This applied to all apex predators that man has allowed to live in his territory, including himself)
Cats are prey animals. Larger animals eat them. If they are attacking you, something is wrong with you. They are afraid of being eaten.

Humans are obviously nothing like other animals. We’re proportioned like a killer dinosaur, wield godlike power, make incomprehensibly complex rhythmic noises, and tower over everything that lives. Any dog that attacks one of us for no good reason is too retarded to live and will do it again and again and again. Ideally they can be smart enough to understand our speech and even respond. A little eugenics is necessary to prevent a global pitbull infestation. Sometimes dogs bite justifiably though.
Cats on the other hand are legitimately retarded and expecting more of them is nonsense. Getting scratched by a cat is like being stung by a bee or touching a hot stove. It has almost zero agency. It’s always your fault.

It’s actually worse for humans. Dogs get put to sleep when they behave violently, but humans get put to sleep just for not being fully cooperative. When I was in the ER, the doctor tricked me into taking a sedative. She said “Get up” and I got up. The she gave me an injection without telling me what it was. Then she said, “Ok, you can lay down now.” I didn’t realize it was a sedative/anesthetic until I started to feel lightheaded a minute later. It was completely unexpected, as I wasn’t sick or injured and I wasn’t behaving violently. They don’t know how to deal with people who are suffering a mental health crisis.

How many times has a housecat mauled a baby beyond recognition, or killed their owner? Most a housecat can do is force you to get stitches. Small dogs don't usually get put down for biting — but big dogs are not small dogs, and they're definitely not housecats. Most children can fend off a hostile house cat; most grown men are gonna get fucked-up by a pitbull at minimum.
That's also why a deranged 5'2 110lbs woman is allowed to be violently aggressive with typically minimal consequences, but a 6'4 300lbs man is getting institutionalized or put down like a rabid dog for the same behavior. That's just the way it is. Maybe it's unfair — but when has fairness ever mattered in any way? That's just the way it is. Housecats are simply less dangerous and more manageable than a large dog when they lash out.
Also — plenty of people abandon their cats the moment they start acting feral and aggressive; just like how many dog owners throw their dogs out their cars on freeways at highway speeds or ditch them at public parks when they become unmanageable.

In most civilized areas of the US if you go to the hospital with a cat bite and name the cat, animal control will show up to put it down. Most people lie here and say the cat is already gone.
