I see quite a few posts with people asking whether they should cut/bulk but a lot of them get responses like muh you need to lift for 6 more gorillion years and build muscle. When enough is enough? Just wait till 40 for your cut? I know that everyone's genetics are different but still. Pic related looks like he would fine after a cut but people kept telling him to lean bulk or whatever the fuck.

Guy in the pic could cut very comfortably. He probably has some noob gains left in the tank so if he trains and eats properly during he would likely at the very least retain all his muscle or even gain a bit. As for the general question of your post: you cut whenever you want. You aren't a child, you don't approval from the 4chan/instagram cabal to do anything. Grow up.

Unless you're a literal twig but I'd argue even t hen, you really should cut until you're in that 15-18% bodyfat range minimum.
I'd have to see another angle but dude in the pic could easily cut another 15 lbs. That lower back fat is stubborn and really is some of the last to go.

I'm not even hating, I'm genuinely asking if that's a normal torso to arm ratio. I don't really stare at men, or even myself, so I'm not sure if that's just what it's supposed to look like when you're not flexing, or if his arms are just not particularly large.

i cut when i pass the 15%bf threshold, otherwise i feel fucking disgusted by myself and start to sweat (at normal bf i don't sweat all unless it's really hot and humid).
i know it's 15 when i lose my bottom abs and pec definition

Only if you want to feel like literal hell during your cut, only to realize you weren't as muscular as you thought once the cut is over. Much better to do it by being a little bit over maintenance during bulk, and a little bit below maintenance during cut.
