I like the book Obesity Code for getting into this. Yes, it's all insulin and cortisol.
He uses a decent analogy. Imagine a coal factory. It uses ~2000 kg of coal per day. The suppliers give the factory roughly its exact needs, 2000 - 2500 kg per day. Daily excess is used the next day or put in storage units for times when the supplier can't make it or reschedules
Then something happens with supply chain. Factory only gets 700 kg per day. Would the factory continue its operations at 2000 kg per day, even burning through all its storage units? No, that would be retarded and the manager would be fired. The factory (your BMR) would try to pivot to essential tasks, using some storage, and some supply, and reduced overall output.
Your body's command and control mechanisms (hypothalamus/brain, hormonal axes, peripheral tissue receptors) aren't retarded. They will cut out nonessential to lower your BMR when calories are scarce. You feel cold (less heat production), hair and nail growth slows and is lower quality, you are fatigued, your mentation is slower, your muscle power is lower. For most people, their BMR will be restricted such as to make strict CICO methods not worth it. It's much more important to avoid processed carbs, intermittent 'fast' to keep insulin spikes infrequent and lower on average, and not obsess about calories.

The difference in encodable DNA enzymes changing metabolic efficiency 10-15% between individuals just means the "estimate your TDEE" step is a rough estimate. Try a TDEE and if you don't gain/lose weight, increase/decrease your goal calories from the estimate. Are you autistic or something?
