This one? This is the center support rivet. You'll need a drill press to remove it. Its possible to form rivets by hand with a hammer but they'll look hideous.

If I were you I'd see if you can find a gunsmith that will do the work for less than the cost of a AK long rivet tool https://www.tothtool.com/product/ak-long-rivet-tool/

Also, depending on the scope rail and its design that will have to be removed too. Some scope rails cover up the other end of the rivet. If you can access the backside it might be worth beating it with a punch. Sorry
