After that we don't know anything other than Infinity will have way more screen time due to being the only one of the 3 that can dimensional travel, which also means we won't see the 3 Gavans together for a while, that there's a 4th Gavan debuting in April (so around episode 9) and that Gavan Death (the rival) will de-henshin in May

Story-wise they're intended for children so they're always whacky but the intention is usually to present a legitimately good story or cases of the week
If you're looking for a toku with high production values then Tekkouki Mikazuki and Garo are what you're looking for
If you want a Sentai/Rider show that have slightly better budget then Dekaranger and Kuuga
If you want a show with strong writing then Timeranger and King-Ohger are probably among the better examples

You kinda have to accept that tokusatsu and Japanese works in general don't have the same financial power and appreciate the craft. In fact I think that the budget issues forcing them into taking action to mitigate them is why toku has a charm that many Western shows lack.
Like the American Doggie Kruger suit is technically higher quality and it's the same design but it's just way uglier than the fairly primitive kig that Doggie has in Dekaranger.

It can be true that the Japanese need to cut costs since the production budget can't handle it and also that their budget is way lower than Western works. In fact they are complementary factoids.
20 million yen per episode is still less expensive than even a budget sitcom production in the States. And its true that a ton of that is just to pay the salaries but a lot of Western TV shows that aren't doing complicated action scenes and costumes still have a budget that's an entire degree of magnitude higher than 20M JPY. Japanese works have to really rely on skill/experience and even then there are admittedly those parts where you can't avoid feeling the budgetary restraints.

They didn't specify which executive was but they executives legitimately thought that kids didn't play video games besides Pokémon so they wouldn't relate with the theme which is an extremely retarded logic, so Omori ultimately came up with the car motif then TV-Asahi came up with the setting being about cops since him and Sanjo didn't have a clear idea on what to do due to their initial theme getting rejected.
