The characters are all very safe and at first, seem pretty lame aside from Tuvok, the Doctor, and Paris to a lesser degree.
Really, the show improves dramatically once Jeri Taylor fucks off with her momslop and Seven of Nine joins the show in S4.
S2 has some really good and really bad moments though and all in all, I enjoy a lot of the early VOY episodes. There's a charm to the show that is hard to explain.

You can go back to the same formula, actually, because at its core the simplest “formula” here is just a crew on a ship offering stories on the human condition. It’s that simple. How you actually play with that idea is open to much interpretation and can be done great like TOS or TNG, or done awfully like STD or SA.
ENTs issue was that fans were already suffering fatigue and they wasted almost no time from VOYs ending to starting up yet another series, combined with the fact that it was always struggling to find confidence and identity. And of course being a prequel to a show made in the circa 1960s that had done nothing but move forward kind of turned people off.
If they had waited like 5, 7, perhaps 9 years after VOY and done a series that instead took place 100 years after TNG it probably would have been a smashing hit.

Before I got into Star Trek all these years ago, and my only knowledge was what I gathered from cultural osmosis, I just assumed Klingons were these extremely well-defined aliens with a rich backstory and lots of crystal clear lore. Shit, people would learn the klingon language?! This must be some serious stuff. Same with the Vulcans, and the Romulans.
Well, then you watch TOS. And then you watch TNG. And then you watch all the theatrical movies. And you realize these are all just people in makeup and that the writers are kinda just going loosely by the seat of their pants, only adding convenient vague lore for whatever the episode or shitty movie plot needs at that given moment
