not that smart. he's not dumb by any means, but he's a doer, not a thinker. he'll make an impulsive decision (like pushing bran out the window, or attacking ned stark) and then reflect about it later, usually after talking with another character who tells him how dumb he is. but he always has internal justifications for everything he does, and he acts very intentionally.

like the other anon said, he's introspective, and he has a lot of emotional depth in how he analyzes his past actions, but he's not a particularly deep or strategic thinker like tyrion or tywin. this fact is even brought up to him by another character in AFFC, and in that book we get to see him try and develop that side of him more, to varying degrees of success.
